Professional experience

• Since June 2023: Vice-Chair of the Executive Committee of the European Commission for the Control of Foot-and-Mouth Disease (EuFMD) - FAO

• Since June 2021: Deputy Director General for Food and Head of French Veterinary Services – Directorate General for Food

  • Unanimously concluded two European agreements during the French Presidency of the Council of the European Union in 2022 : Highly pathogenic avian influenza (HPAI) vaccination and strategy regarding the Codex Alimentarius
  • Managed animal health, particularly HPAI and ran the dedicated vaccination campaign
  • Drew up an African swine fever prevention plan
  • Managed the presence of brucellosis in wildlife in Haute-Savoie, France
  • Following up on structural projects: reforming the unified animal-health rules; ecological planning via the Ecophyto 2030 plan and the national nutrition-food-health strategy

• 2019- June 2021: President of the CDESA (Conference of Heads of agricultural higher education establishments)

• June 2016-June 2021: Director General of VetAgro Sup, public higher education and agricultural research establishment

  Strategic and operational management of VetAgro Sup, with a budget of €43 million, 485 agents based in Lyon and Clermont-Ferrand, 1,150 students, 12 research units and several centres of expertise and technical platforms, including the veterinary teaching hospital.

  Main achievements :

  • Rebalanced the structure and renewed budgetary processes
  • United staff and students around a “One Health” transdisciplinary concept
  • Opened up school to economic actors and civil society
  • Promoted school activities through improved communications
  • Launched two major projects: the property development plan and the 2021-2025 strategic project

• 2015-2016: Head of Food Services at the Directorate General for Food

  Managing food safety and the national food programme

  Main achievements :

  • Launched an experiment in Paris and Avignon on displaying the results of restaurant inspections and putting them online via the Alim’confiance application
  • Created the Localim toolbox to help public administrators in the mass catering sector to buy high-quality local goods

• 2010-2015: Head of the Service of Health Measures in Primary Production – Directorate General for Food

  Managing animal health and well-being and the health and quality of plants as well as public policies working on the agro-ecological transition (Ecophyto plan, Ecoantibio plan, seeds and sustainable agriculture plan) in collaboration with the Environment and Health Ministries.

  Main achievements :

  • Managing health and animal crises (bluetongue disease, resurgence of tuberculosis, brucellosis, imported rabies cases)
  • Created a national partner-oriented epidemio-surveillance platform for animal health

• 2009-2010: Head of Quality and Plant Protection

  French representative in international plant health institutions (International Plant Protection Convention (IPPC), European Plant Protection Organization (EPPO), EU) as Head of Phytosanitary Services

  Main achievements :

  • Undertook a successful strategy as a result of effective lobbying, on the occasion of the revision of the European regulation on plant health, to strengthen import rules.

• 2007-2009: Technical Advisor to the Office of the Minister of Agriculture and Fisheries. Responsible for the areas of food, food safety, animal health and protection, plant health, GMOs.

  Main achievements :

  • Created the first national food programme (plan for safe, diversified and sustainable food)
